Guillermo Cisneros

E.T.S. Ing. Telecomunicación

Guillermo Cisneros was born in Madrid, Spain, on April 23rd, 1960. He received the Doctor Engineer in Telecommunications Degree (Summa cum Laude) in 1986, and the Engineer in Telecommunications (Honours) Degree in 1983, both from the "E.T.S.I.Telecomunicación", "Universidad Politécnica de Madrid", Spain, where he is currently "Profesor Titular" of Telecommunication Systems, lecturing on Multimedia Networks, Systems, and Services, Digital Image Processing, Coding, and Analysis, and Computer Graphics. He was awarded as the best Doctoral Thesis in 1986 by the same "Universidad Politécnica de Madrid", and the best Graduation Work in 1983 by the Official College for Telecomunication Engineers.

Since 1979 he has been with E.T.S.I.Telecomunicación, first at the Physics Laboratory, from 1983 to 1987 as "Profesor Asociado" of Physics Theory, and after 1987 as "Profesor Titular" of Telecommunications Systems, lecturing on the subjects mentioned above, also being Co-Founder Member of the Image Processing Group (GTI) from 1982. Since 1985 to 1988, he joined also to the Image Processing Group of the Research and Development Division of Telefónica (Spanish PTT), and from 1988 to 1991, he started a strong cooperation with its Mobile Communications Department as member of both the GSM ETSI and the MoU (Memorandum of Understanding) of operators, as Spanish PTT representative. He had also been member of the IWP 11/4 of the CCIR-ITU (subjective quality evaluation for video). Since 1989, he is responsible of the Multimedia orientation of the aforementioned Image Processing Group with a number of works and projects in this area, with a specific approach towards the use of multimedia resources and communication networks for applications and services related to Museums and Libraries.

Several papers and communications in international environments are the results of a lot of works on Multimedia Systems and Services, Image Processing and Computer Graphics areas. He also has been involved in several European Projects belonging to different Programmes of the European Commission (ESPRIT, RACE, ACTS, BRITE, EUREKA), and has conducted several Research Works and International Programs for Training People. Of particular interest has been his participation in RACE1078-EMN (European Museums Network) and RACE2043-RAMA (Remote Access to Museum Archives), being in this last project the Spanish coordinator in front of the European Commission; actually he is the project manager of BABEL, financed by the Spanish Government for relevant Museums and Libraries in Spain. On the other hand, he has been both evaluator of proposals and auditor of the DRIVE and ACTS Programmes of the European Commission, and currently he is referee of several magazines and congress papers.

Guillermo will co-present The BABEL Project: A Museums and Libraries Network.
